Dear Minister Högberg, 
I am writing on behalf of a group of international civil society organisations and think tanks advocating 
for a safer and more transparent online environment, in which human rights are effectively protected.  
Please find attached a letter for your attention regarding the enforcement system for the Digital 
Services Act (DSA). If the DSA is to live up to its ambition, we firmly believe the DSA must include an 
independent EU-level enforcement system to hold very online large platforms to account.  
As the Council nears agreement on the General Approach, we urge you to stand with European citizens 
in pushing for an ambitious DSA that is capable of meeting the digital challenges of our time.
